Apartment renovation Dubai: what gates your project
October 22, 2026 · 5 min read
In most Dubai apartments the design does not set the finish date. The NOC, the service lift booking and the hours your building allows noisy work decide the calendar. Sort those three first and the rest follows.
Who signs off before you touch a wall
Three parties, in order: your landlord or the developer, the building management, and Dubai Municipality.
Cosmetic work such as paint, flooring, curtains or a like-for-like fixture swap normally stops at building management. Anything that changes the layout, moves a wall, alters plumbing or electrical circuits, or changes what is visible from outside needs municipality approval, usually with a drawing set stamped by a licensed consultant. That line between cosmetic and structural is where apartment renovation approval in Dubai is won or lost. Treat the two as one job and you lose weeks before demolition starts.
A missing tenancy contract, an undated drawing or a landlord who is travelling will each hold the file. Apply in week one, before anything is ordered.
Jebel Ali buildings usually have a management office that already runs a written fit-out procedure. Ask for that document at the viewing rather than at contract stage. It gives you the NOC format, the deposit and the lift rules in one email, which is why we ask for it before quoting any apartment fit out in Dubai.
Access, deposits and the hours you may make noise
The building entrance and deck: service lift bookings, fit-out deposits and corridor protection are agreed here before work starts.
A renovation is a logistics job inside someone else's building.
Service lift. Booked in advance, padded, sometimes shared with other fit-outs and open only in a set window. Every sheet of plasterboard, every wardrobe carcass and every bag of debris travels that route. Book the wrong week and the joinery sits in the lobby.
Fit-out deposit. Refundable, held against corridor, lift and lobby damage. Photograph the corridor yourself on day one.
Working hours. Usually daytime on weekdays, with reduced or no noisy work at weekends and on public holidays. Ask what the building counts as noisy, because drilling and chasing are treated differently from painting.
Waste. Removed through the building's contractor or an approved carting company. Skips in the car park are usually refused.
Ramadan, Eid and summer. Shorter permitted hours and slower approval desks. Build those weeks in rather than meeting them mid-demolition.
What we build in the Jebel Ali workshop instead of on site
Here is where a limited noisy window changes the plan. Wardrobes, kitchen units, vanity units, TV walls and internal doors are fabricated in our own joinery workshop in Jebel Ali, delivered finished, then installed. Cutting, edging and assembly happen at the bench, not in your corridor. On site the team fits and adjusts.
Site time drops from weeks of carpentry to days of installation, and most of the dust neighbours complain about never arrives. Because the workshop sits in Jebel Ali, a delivery to a Jebel Ali tower is a short run, so carcasses arrive square rather than after an hour on a lorry.
The same approach covers walk-in wardrobe design and joinery in Dubai and every other piece of custom joinery built in our Jebel Ali workshop. Design freezes before the bench work starts, which is why drawings are signed off in week one.
The work was high quality and they workers were so efficient. They were professional. Rana Shehady, 5 stars

A 2-bedroom apartment, week by week
Mid fit-out: ceilings open, services exposed, and the noisy phase that has to fit inside the building's permitted hours.
Assuming the building answers promptly, a 1 to 2 bedroom job runs like this.
| Week | Work | The gate that decides it |
|---|---|---|
| 1 | Site measure, drawings, joinery design freeze | Landlord NOC and building management application lodged |
| 2 | Municipality submission if walls or services move | Deposit paid, lift booked, protection materials on order |
| 3 | Approvals in hand, protection up, demolition | Joinery released to the workshop |
| 4 to 5 | MEP first fix, ceilings, tiling, plaster | Noisy work front loaded into permitted hours |
| 6 | Joinery delivered and installed, painting | Lift booked again for the delivery |
| 7 | Snagging, cleaning, handover | Deposit inspection and refund |
Approvals are the only row you cannot compress. Everything after week three can shift; the NOC cannot.
What a fair quote itemises, and the checklist before signing
A serious quote reads like a scope, not a number. It should itemise demolition and debris removal with the carting arrangement named; protection of common areas including lift, corridor, lobby and entrance door; MEP first and second fix with the number of points; civil work such as blockwork, plaster, screed and wet-area waterproofing; joinery split into workshop fabrication and site installation; finishing with paint, tiling and flooring brands; permit and NOC fees, municipality submission and any consultant stamp; waste disposal and handling of the fit-out deposit; snagging, handover and exclusions.
A quote with no permit line, no protection line and no waste line is not cheaper. It moves those costs to you after signature. Be just as wary of anyone willing to start before the NOC is in writing, because the stop-work order lands on your tenancy, not theirs. This is a turnkey job from design to finishing under one contract, so compare against turnkey interior design and fit-out in Dubai and look through apartment and villa renovation projects for occupied-building work in progress.
Before signing, confirm in writing: NOC issued, drawings approved, lift booked for the right weeks, deposit amount and refund conditions known, working hours in the email, joinery priced separately, snag process agreed, and one named person owning the municipality file.
To price your own apartment, send photos of every room, a floor plan with room measurements, the building name and the management contact, plus anything the building has already sent you about fit-out rules.
