Turnkey villa renovation Dubai: what one contract covers

November 4, 2026 · 7 min readTurnkey villa renovation Dubai: what one contract covers

Turnkey on a villa means one company owns the job from the first measured survey to the last snag, joinery included. In practice that puts design, demolition, MEP work, wet areas, wardrobes, kitchen, tiling, paint and handover under one contract, with one person to call when the tiler and the plumber disagree about a floor level.

What turnkey means on a villa, and where it stops

A general contractor takes the site works and stops at the things he does not make. You then buy the kitchen from one supplier, the wardrobes from a second, the vanities from a third, and chase all three for survey dates and delivery slots. When a wardrobe door will not close because the wall is out of plumb, three parties point at each other and you are the one holding the drawing.

This is what people mean by a single contractor for villa renovation in Dubai: one scope, one programme, one number to call. The same company measures the wall, builds what hangs on it and finishes the room around it. Our order is design first, then joinery from our own workshop, then site finishing. The boundary matters as much. We do not supply loose furniture, curtains or kitchen appliances, and we say so at quoting stage rather than in week six. The wider sequence sits in our turnkey interior design process in Dubai.

The five phases, in order, and what must finish first

  1. Survey and design. Measured drawings, joinery setting out and signed-off selections. Nothing is ordered before this, because a wardrobe dimensioned off a photograph will not fit the alcove.
  2. Protection, strip out and first fix. Lifts, stairs and furniture that stays get covered, old finishes come out, electrical and plumbing points move. Cheap quotes are thin here, usually on making good after wall chasing.
  3. Wet areas. Waterproofing installed, tested and inspected before a tile is laid. After tiling, a failed membrane costs a bathroom, not a patch.
  4. Joinery and finishing. Wardrobes, kitchen, vanities and TV units go in once ceilings and floors are set, then final paint. Painting before joinery means painting twice.
  5. Snagging and handover. A walk-through, a written list, the fixes, then the keys.

Renovating while the family still lives there

Most villa clients stay for the first half of the job. Renovating a villa while living in it holds up on three conditions.

Zoning comes first. Work moves wing by wing, one bathroom and a temporary kitchen stay live for as long as possible, and finished rooms are handed back and locked. Dust control is a site routine, not a promise. Doorways sealed, a screen at the work face, a sweep at the end of every shift, and cutting kept in the workshop rather than the corridor.

The second condition is paperwork, and it is where schedules really slip. Structural or MEP changes need permission through Dubai Municipality, and commercial or mixed-use elements can bring DET into the file. Your developer or community management office issues the NOC, controls gate passes for labour and deliveries, and sets the hours your trades and trucks can be on site. Baladiya inspection sign-offs apply to the works that require them. On a Jebel Ali job the NOC runs through the developer and the community office, and their queue sets the date, not ours, which is why the application goes in while design is still being drawn. The same groundwork at smaller scale is covered in apartment renovation in Dubai and the approvals that gate it.

Third condition: agree the handover order in writing. Which rooms come back first, where the temporary kitchen sits, when the water goes off and for how long.

Why the joinery comes from our Jebel Ali workshop

Every wardrobe, kitchen, vanity, TV unit and internal door on our villa work is measured on site, drawn, built and finished in our workshop in Jebel Ali, then delivered and fitted by the people who built it. That takes two things off your programme.

The first is a lead time. Joinery does not sit in another factory's order book, and a change to a shelf height or a handle is a workshop instruction rather than a new purchase order. The second is a blame gap. When a door catches its frame, there is no separate joiner to call and no argument about who built what. One team measured it, built it and fitted it.

Working off site also keeps the cutting, spraying and dust out of the villa you are living in. Specification and finishes are covered in custom joinery built in our Jebel Ali workshop.

What a fair quote itemises, and six questions before you sign

A turnkey quote should read as a room-by-room document with a programme attached, not a lump sum with a start date. These lines need to appear:

  • protection for floors, stairs, the lift and anything staying
  • demolition and debris removal, with permits named separately
  • MEP relocation and making good after chasing
  • wet areas, with the waterproofing membrane and its test as their own line
  • joinery by piece, with carcass material, door finish and hardware named
  • finishing, tiling and paint, with exclusions written beside them
  • a snagging allowance and the handover procedure

Cheap quotes are cheap because those lines are missing or waved through as included. Making good, the membrane, debris removal, NOC admin time and the snagging allowance are the usual gaps. A quote with nothing listed as excluded has not been thought through.

Six questions to put to any contractor, including us:

  1. Who builds the joinery, and in which workshop?
  2. What is excluded, in writing?
  3. What happens if the waterproofing test fails after tiling?
  4. Who files the NOC, and who pays the permit fees?
  5. When is the final payment due, and what has to be closed before it?
  6. Can I see a finished villa in a similar community?

When you are ready, send photos of each room, the floor plan with dimensions, whether you plan to stay during the work, and the community name so the NOC conversation can start early. WhatsApp 0508570938 is the fastest route and we will come back with a phase-by-phase scope and a written quote. You can also book a turnkey villa renovation site visit in Dubai and we will measure on site.

Frequently asked questions

What does turnkey include that a general contractor's quote does not?

Turnkey adds the fitted items to the site works: wardrobes, kitchen, vanities, TV units and internal doors, drawn and built by the same contract that prepares the walls. A general contractor's quote usually stops at blockwork, MEP and finishes, leaving you to coordinate joinery suppliers yourself. The gap shows up when a wardrobe and a plastered wall do not agree.

How long does a villa renovation take in Dubai?

Time is set by the phase order, not by one headline number: design and joinery drawings, strip out and first fix, wet areas, joinery installation, finishing, snagging. Developer or community approvals add days you do not control. We put a phase-by-phase programme in the written quote so you can see where the time goes before you commit.

Do we have to move out during the work?

Most clients stay for the first half and move out for the wet areas and the final push. It depends on how many bathrooms are being redone at once and whether a temporary kitchen can sit away from the work face. Zoning and handover order are agreed before demolition starts.

Who handles the NOC and inspections?

The contractor normally prepares and submits the NOC application and the permit drawings, and coordinates baladiya inspections for the works that need them. The developer or community management office issues the NOC and gate passes on its own timeline. Ask which steps a contractor actually runs and which they expect you to run.

How is payment usually staged?

Against milestones you can see: mobilisation, first fix, joinery delivery and fitting, finishing, then handover with a retention held against snagging. What matters is that each stage is defined in the quote and that the last payment lands after the snag list is closed. Get the schedule in writing before you sign.
